Multi-Action Partnership (MAP) Regional Workshop on Climate and Disaster Risk Financing and Insurance (CDRFI) Participants

On 20-21 May 2026, Priskila Agatha Sulaiman (Financing Adaptation Innovation and Resilience Program Officer at RDI), participated in the Multi-Action Partnership (MAP) Regional Workshop on Climate and Disaster Risk Financing and Insurance (CDRFI) in Bangkok, Thailand. The workshop brought together researchers, insurers, cooperatives, civil society organizations (CSOs), development practitioners, and policymakers from across Southeast Asia to exchange knowledge and discuss strategies for strengthening climate and disaster risk financing systems in the region.

Representing RDI, Priskila delivered a presentation titled “Learning by Doing: Indonesia’s Evolving CDRFI Journey and the Value of Regional Peer Exchange.” Her presentation highlighted Indonesia’s ongoing transition from reactive disaster financing toward a more integrated resilience framework. Drawing on the country’s experiences, she discussed the importance of institutional learning, adaptive social protection, anticipatory action, and cross-country knowledge exchange in strengthening climate and disaster risk management systems.

Priskila Agatha Sulaiman (FAIR Programme Officer) delivered a presentation titled “Learning by Doing: Indonesia’s Evolving CDRFI Journey and the Value of Regional Peer Exchange.”

Priskila also emphasized the value of regional peer learning in supporting countries that face similar climate and disaster-related challenges. By sharing lessons learned, innovative approaches, and practical experiences, countries across Southeast Asia can accelerate the development of more effective, inclusive, and resilient financing mechanisms.

Throughout the two-day workshop, participants explored a wide range of topics related to climate and disaster risk financing. Presentations from the MAP CDRFI global team, including the Munich Climate Insurance Initiative (MCII) and the International Centre for Climate and Society (ICSC), focused on regional collaboration and inclusive resilience financing. Other sessions featured insights from the University of the Philippines Los Baños on regional CDRFI research, the Southeast Asia Disaster Risk Insurance Facility (SEADRIF) on risk pooling and financial protection products, the Asian Disaster Preparedness Center (ADPC) on fiscal risk assessment, the Asia Farmers Association on agricultural insurance and revolving funds, AgriCOOPh on cooperative resilience financing, and the Indonesia Research Institute for Decarbonization (IRID) on climate adaptation finance in Indonesia.

On the second day, discussions shifted toward identifying opportunities for stronger regional collaboration and practical next steps for advancing CDRFI in Southeast Asia. Participants emphasized that climate and disaster risk financing should be viewed as part of a broader resilience agenda that encompasses social protection, adaptation planning, governance, financial inclusion, and community preparedness. Participants also highlighted the need for stronger coordination among stakeholders to ensure that financing mechanisms are accessible, responsive, and capable of addressing the growing impacts of climate change and disasters.

The workshop provided an important platform for strengthening regional partnerships and reflecting on shared challenges and opportunities in Southeast Asia. As climate and disaster risks continue to intensify, initiatives such as the MAP Regional Workshop play a critical role in fostering collaboration and advancing more inclusive and effective climate and disaster risk financing systems across the region.
