Accelerating Jakarta’s Clean Air Journey: Second Validation Workshop on the Integrated Low Emission Zone

On 9 October 2025, Resilience Development Initiative conducting the second Validation Workshop on the Integrated Low Emission Zone (Kawasan Rendah Emisi Terpadu/KRE Terpadu) for Jakarta. This workshop is part of the Breathe Cities Jakarta project,  a collaborative initiative between Bloomberg Philanthropies, the Clean Air Fund, and C40 Cities, implemented in Jakarta by C40 Cities and Vital Strategies. As part of the Breathe Cities Jakarta policy objectives, RDI contributes to this initiative through a cost-benefit analysis supporting the implementation of the KRE-T plan. 


The Validation Workshop was convened to review the progress of the Breathe Cities Jakarta Project, with particular attention to the KRE-T Roadmap and the accompanying cost–benefit analysis. The session was opened by Naila Hafizhah from Techne Praxis, followed by welcoming remarks from Helmy Zulhidayat, M.T. of the Jakarta Environmental Agency, and Fadhil Muhammad Firdaus from C40 Cities, who serves as the City Advisor for the Breathe Cities Jakarta Project.

Following the opening session, the workshop transitioned into the main discussion, moderated by Iqbal Maulana from Techne Praxis. The session began with an online presentation by CENIT, which provided an overview of the KRE-T Feasibility Assessment. The presentation detailed the step-by-step process used to identify potential interventions for Jakarta’s KRE-T program. CENIT emphasized that transportation emerged as the key focus area, complemented by related interventions in energy, land use, waste management, the built environment, and industrial sectors. 


Building on this analysis, the Resilience Development Initiative (RDI) team presented findings from its transportation model and assessment of environmental impacts related to KRE-T implementation. Andrean Maulana, M.T., RDI’s transportation expert, highlighted how KRE-T measures could influence traffic patterns, reduce air pollution, and mitigate greenhouse gas emissions across Jakarta.

During the workshop, RDI also gathered insights from various stakeholders, including representatives from the Jakarta Provincial Government, to evaluate the potential impact and readiness of proposed KRE-T locations and explore areas for improvement. To facilitate the discussions, participants were divided into five cross-sectoral groups, each focusing on one proposed pilot area: Dukuh Atas, Kota Tua, SCBD-GBK, Medan Merdeka, and Blok M. 


From these discussions, participants noted that the proposed pilot areas have strong public transport connectivity and vibrant local economies, offering a solid foundation for KRE-T implementation. However, several challenges remain, such as limited legal authority, funding constraints, and high private vehicle dependency. A phased implementation was considered essential, with Dukuh Atas identified as the most ready and impactful pilot area, while Kota Tua was deemed less suitable for the initial phase.


Moving forward, the Breathe Cities Jakarta project will continue refining the cost-benefit analysis to assess trade-offs and identify the most effective strategies for rolling out Jakarta’s KRE-T, contributing to a cleaner, healthier, and more sustainable city. Through this initiative, RDI remains committed to advancing clean air initiatives and supporting evidence-based policies that promote sustainable urban development and public well-being in Jakarta and beyond.
