Background

There needs to be the development of a Local Action Plan (RAD) that is aligned with the national ASP roadmap hence the study is about supporting the local governments to devise an Adaptive Social Protection (PSA) Implementation Strategy at the Regional Level (DI Yogyakarta, East Nusa Tenggara, West Nusa Tenggara). ASP is needed to (1) Enhance the ability of individuals, households, and communities to prepare for, cope with, and adapt to various shocks resulting from disasters as well as (2) Protect the welfare of affected communities so they are not pushed into poverty based on 3 main sectors (1. Social Protection, 2. Climate Change Adaptation/CCA, and 3. Disaster Risk Management (DRM)). There are four pillars of ASP to ensure its proper implementation: 1. Institution and Partnership Regulation, 2. Program and Distribution System, 3. Data and Information, and 4. Financing). The application of the ASP approach has been outlined in: The National Medium Term Development Plan (RPJMN) 2020-2024 by the Central Government and has priority for its declaration through the draft National ASP Road Map which is currently being refined.

Aims and Objectives

Supporting local governments in Yogyakarta, East Nusa Tenggara, and West Nusa Tenggara to develop regional action plans (RAD) to integrate regionally-led social assistance and develop regional PSAs in accordance with the draft national presidential regulation.

Project Objectives

  1. Identify Implementation Programs related to PSA at the National and Regional levels;
  2. Draft a Regional Action Plan Concept for PSA in accordance with the Draft National PSA Roadmap and Presidential Regulation
  3. Formulate the Final Costed of the Regional Action Plan for ASP according to the Regional Budget and Financial Mechanism.
