Prof. Ebinezer R. Florano is a distinguished academic holding the position of Professor and UP Scientist I at the National College of Public Administration and Governance (NCPAG) within the University of the Philippines Diliman. Within his teaching portfolio, he imparts knowledge in various subjects, including policy analysis methodologies, public policy and program administration, program and project development and management, climate change adaptation/disaster risk reduction, research methods, and introductory public administration, among other subjects. His areas of expertise encompass climate change adaptation and disaster risk reduction (CCA/DRR), environmental governance, geographic information systems, policy analysis, project development and management, research methodology, as well as proficiency in Manifold, a GIS software, and the Rapid Earthquake Damage Assessment System (REDAS) software developed by the Philippine Institute of Volcanology and Seismology (PHIVOLCS).
Prof. Florano achieved his doctoral degree in Public Administration from the International Christian University in Tokyo, Japan, in 2004. He holds two master’s degrees, one in Public Administration with a major in Public Policy Analysis from the National College of Public Administration and Governance at the University of the Philippines Diliman, and the other in International Relations from the International University of Japan in Niigata, Japan. His academic journey commenced with a bachelor’s degree in Public Administration from the University of the Philippines Diliman, where he graduated cum laude.
His scholarly contributions are reflected in numerous publications in both national and international journals, predominantly focusing on Environmental Governance issues. Notably, in 2009, he was honored with the UP Diliman Centennial Faculty Grant for his internationally recognized publication assessing the Philippines’ compliance with international treaties related to environmental protection. Prof. Florano has also presented research papers at various national and international conferences and workshops held in countries such as the UK, France, the US, Japan, Indonesia, Thailand, Taiwan, China, South Korea, and Singapore. His research interests span climate change adaptation and disaster risk reduction, best practices in environmental governance, and related subjects.
From 2005 to 2006, Prof. Florano played a pivotal role in assisting the Environment Unit of the Secretariat of the Association of Southeast Asian Nations (ASEAN) in composing the Third ASEAN State-of-the-Environment Report for 2006. Since 2007, he has been actively engaged in providing policy analysis support to a national legislator, covering a wide range of issues ranging from international economic treaties to the establishment of national government agencies. Furthermore, he has held the position of Chairman of the Master of Public Management (MPM) program at U.P. Open University from 2007 to 2012. Prof. Florano’s linguistic abilities extend to survival Japanese, and he has also pursued studies in German, French, and Spanish. He previously served as the Director of the Center for Policy and Executive Development (CPED).
