Stakeholders Participating in the FGD & Dissemination - Revolving Fund for Community Livelihood and Resilience
On February 5, 2025, Resilience Development Initiative (RDI), represented by the Center for Environment and Global Financing (CEGF), including Priskila Sulaiman, Cyril Anfasha, Lioni Nur Mahfudah, Fahmi Akbar, and Marsa Ikhtira, in collaboration with United Nation Development Programme (UNDP), organised an event titled FGD and Dissemination - Revolving Fund for Community Livelihood and Resilience at the Indonesian Environment Fund (IEF) office in Jakarta.
Discussion Session on Revolving Fund for Community Livelihood and Resilience
The event facilitated discussions and knowledge-sharing among stakeholders, including government agencies such as Indonesian Environment Fund (IEF), the Ministry of Environment and Forestry (the Directorate of Climate Change Mitigation, the Directorate of Climate Change Adaptation, and the Directorate of Sectoral and Regional Resource Mobilization), the Ministry of National Development Planning (the Directorate of Environment), the National Sustainable Development Goals (SDGs) Secretariat,, and the Fiscal Policy Agency of the Ministry of Finance (the Centre for Regional and Bilateral Policy). The event also included insurance and financing practitioners, such as PT Maipark Reasuransi, Equitree, PT Jasa Asuransi Indonesia (JASINDO), Indonesia Financial Group (IFG), as well as development partners including UNDP, RDI, and Koalisi Ekonomi Membumi. The discussions centered on revolving fund financing schemes aimed at enhancing the resilience of Micro, Small, and Medium Enterprise (MSMEs) against disaster risks and climate change.
The event was opened by Dr Joko Tri Haryanto, President Director of IEF, who highlighted the importance of developing a resilient revolving fund to support MSMEs and disaster mitigation through more strategically sustainable funding collaborations. Following his remarks, Ms. Nila Murti from UNDP elaborated on the challenges in identifying funding sources for MSMEs and the importance of protecting these enterprises. She emphasised that further studies would be conducted to improve implementation of these initiatives.
Dissemination Session by Dr Saut Sagala (RDI Senior Research Fellow)
The dissemination session and Q&A discussion were led by Dr Saut Sagala (RDI Senior Research Fellow), who presented research findings and recommendations on the implementation of revolving funds. During the discussion, various stakeholders, including insurance and finance practitioners, MSME-focused institutions, and IEF representatives, shared insights that enriched the discourse on MSME revolving fund research. Key topics raised included collaborative schemes among stakeholders, risk categorisation within the revolving fund framework, and pilot projects that could serve as best practices for future implementation.
