Surabaya has leveraged new technology in participatory planning to improve public services and community involvement, yet faces challenges in inclusivity and translating efforts into risk-informed development. Addressing these challenges requires community education on disaster and climate risks, local government initiatives to enhance inclusivity and data security, national government alignment of planning and disaster laws, and international collaboration on knowledge sharing for risk-sensitive planning.

In the endeavour to establish Ibu Kota Nusantara (IKN) as the new capital of Indonesia, the development of robust infrastructure and effective water sanitation policies emerges as a pivotal element for the region’s sustainable growth. This report embarks on a comprehensive exploration of infrastructure and water sanitation strategies tailored to IKN’s unique context. Drawing inspiration from a global perspective, renowned for their meticulous planning and governance, we also cast a global lens on emerging cities worldwide, whose innovative approaches to infrastructure and water sanitation provide valuable insights. As Dr Lorenzo Chelleri (EUKN, 2023) profoundly notes, “A resilient city is a city able to politically choose a long-term transformative pathway of developmenttomitigaterisks,supportingtheresiliencecapacitiesofactors,economies,and infrastructures contributing to that pathway, while actively eroding the capacities of those still pursuing unsustainable and business as usual pathways.” By amalgamating these global perspectives with IKN’s distinct characteristics, this paper aims to explore approaches to establishing resilient, environmentally conscious, and culturally sensitive infrastructure development, setting a visionary course for Indonesia’s new capital.

This article provides reflections on the initial operation of the Jakarta-Bandung HSR in Indonesia.

Carbon emission is a severe problem faced by Indonesia today. Data shows that Indonesia’s carbon emissions level will reach 692 million tons of CO2 in 2022 and is projected to increase significantly. Of the various sources of carbon emissions, the transportation sector is one of Indonesia’s second most significant contributors to greenhouse gas emissions. Responding to existing problems, the government initiated the Low Emission Zone (LEZ) policy, a restriction scheme for vehicles that do not meet emission requirements in an area. Implementing the LEZ policy is a new opportunity for the Indonesian government to face the problem of climate change. However, implementing the LEZ policy still has several challenges, such as policy monitoring, regulatory strictness and low public awareness. If the adaptation of the LEZ policy can accommodate existing challenges, this policy certainly has great potential to reduce carbon emissions and the impact of climate change significantly.
