The Regional and Urban Panning (RUP) cluster is dedicated to conducting research on urban and regional policies. It focuses on various aspects, such as post-oil cities, decentralization, green infrastructure, nature-based solutions, a thriving economy, and smart cities in Indonesia. Within this cluster, specific research topics include Innovative Urban Governance, Sustainable Transportation, and Smart Cities. Notably, RUP oversees a significant, long-term research effort called “Citypedia,” which aims to gather and depict recent developments and phenomena in urban areas.

Our roadmap clearly outlines our vision to enhance regional and urban policies. We aim to explore and delve deeper into regional and urban planning matters to foster more sustainable development. At present, the RUP Cluster is actively engaged in two flagship projects, namely The USF Overlook Cities, and the Study on Digital Governance and Climate Adaptation. Additionally, ongoing research efforts within the cluster include a comprehensive study on Nature-based Solutions in metropolitan cities of the Global South and an investigation into public spaces and urban built environments following the COVID-19 pandemic.

The severe flooding in Jabodetabek in March 2025 and its adverse impacts underscore the critical necessity for the establishment of resilient infrastructure. Realising urban infrastructure resilience encompasses not only technical considerations but also improvements in governance and infrastructure development policies. Therefore, this policy brief aims to elucidate existing issues and provide strategic recommendations for addressing the persistent flooding in the Jabodetabek area, with particular emphasis on prioritising resilient infrastructure development.

In the endeavour to establish Ibu Kota Nusantara (IKN) as the new capital of Indonesia, the development of robust infrastructure and effective water sanitation policies emerges as a pivotal element for the region’s sustainable growth. This report embarks on a comprehensive exploration of infrastructure and water sanitation strategies tailored to IKN’s unique context. Drawing inspiration from a global perspective, renowned for their meticulous planning and governance, we also cast a global lens on emerging cities worldwide, whose innovative approaches to infrastructure and water sanitation provide valuable insights. As Dr Lorenzo Chelleri (EUKN, 2023) profoundly notes, “A resilient city is a city able to politically choose a long-term transformative pathway of developmenttomitigaterisks,supportingtheresiliencecapacitiesofactors,economies,and infrastructures contributing to that pathway, while actively eroding the capacities of those still pursuing unsustainable and business as usual pathways.” By amalgamating these global perspectives with IKN’s distinct characteristics, this paper aims to explore approaches to establishing resilient, environmentally conscious, and culturally sensitive infrastructure development, setting a visionary course for Indonesia’s new capital.
