Resilience Development Initiative (RDI) actively participated in an event to disseminate the Jakarta Grand Design of Partnership to the Bureau of Partnership Affairs of DKI Jakarta, in collaboration with Ernst & Young (EY) Indonesia. This event aimed to present the outcomes of the grand design, a joint effort between EY, the Bureau of Partnership Affairs, and various regional agencies in Jakarta, to enhance collaboration and strengthen partnerships across the region.
The Head of the Bureau of Partnership Affairs of DKI Jakarta, Marulina Dewi, opened the event by reading a report on the implementation of DKI Jakarta cooperation activities throughout 2024, followed by EY Indonesia to explain the results of the Grand Design of Partnership. The symbolic handover was also witnessed by the acting governor of DKI Jakarta, Teguh Setyabudi, who gave remarks.
Then, the activity continued with a panel discussion filled by representatives of the central government including Bambang Brodjonegoro (Special Advisor to the President for Economic Affairs), Abdul Malik Sadat Idris (Ministry of National Development Planning/Bappenas Republic of Indonesia), and Heru H. Subolo (Ministry of Foreign Affairs of the Republic of Indonesia of Foreign Affairs).
Project Background
The 1945 Constitution of Indonesia mandates the government to promote public welfare and enhance the nation's intellectual life. To achieve this, the government continuously improves public services through innovation and regional autonomy, as outlined in Law Number 23 of 2014 on Regional Governance. This law allows regional governments to manage local affairs and establish partnerships that enhance public welfare and service effectiveness. Regional cooperation plays a crucial role in optimising local resources, fostering economic growth, and improving human resource quality. When well-planned and effectively implemented, such cooperation facilitates knowledge-sharing, encourages innovation, and enables regions to adopt best practices and modern technology. By leveraging these opportunities, regional governments can develop sustainable solutions tailored to their unique challenges, ultimately strengthening overall national development.
With the relocation of the national capital, as stipulated by Law Number 2 of 2024 concerning the Jakarta Special Region, Jakarta's status transitions from the National Capital to a Global City and a National Economic Hub. This transformation offers significant opportunities for Jakarta to collaborate with various parties, including the Central Government, other Regional Governments, third parties, and international partners. However, in practice, the implementation of cooperation remains highly dependent on the initiatives of regional apparatus and support from partners or the Regional Cooperation Secretariat. Furthermore, the absence of an integrated strategic roadmap for priority development sectors poses a challenge in optimising this cooperation.
Therefore, to fulfil the roles and responsibilities of the Regional Cooperation Secretariat of DKI Jakarta (currently referred to as the Regional Cooperation Bureau of DKI Jakarta) in facilitating various regional cooperation needs, a comprehensive study is required through the development of a Grand Design for Cooperation. This study will produce a roadmap outlining the objectives of regional cooperation for the short, medium, and long term, as well as the cooperation schemes between the Provincial Government of DKI Jakarta and the Central Government, other Regional Governments, Third Parties, and International Partners in priority development sectors. These sectors will align with the development direction, characteristics, and needs of DKI Jakarta, as well as its internal and external potentials.
The development of a Grand Design for Partnership is essential as a comprehensive framework for partnership and development in the newly designated Special Region of Jakarta. RDI is dedicated to supporting this initiative by contributing to the creation of a strategic document that fosters synergy and guides Jakarta toward sustainable growth and a stronger global presence.
Grand Design of Partnership as a support for Jakarta Global City Agenda
The Jakarta Grand Design of Partnership serves as a comprehensive framework to guide the development of strategic partnerships that support Jakarta's growth and adaptation, particularly in response to the relocation of Indonesia's capital to Nusantara (IKN). The document begins by outlining the project’s background, emphasising Jakarta’s current socio-economic conditions and existing government policies, and highlighting the importance of establishing strong regional partnerships to maintain the city’s relevance and competitiveness. It provides an in-depth theoretical review of regional partnerships, exploring their definitions, characteristics, and benefits while benchmarking successful partnership models with central and local governments, third parties, and international stakeholders.
The strategy further defines clear objectives by incorporating stakeholder visions and aspirations, ensuring that partnership initiatives align with the city’s broader development goals. A detailed sector and stakeholder mapping identifies key development areas such as education and manpower, health, facility and infrastructure, environment and energy, communication and information technology, creative economy and micro, small, and medium enterprise (MSME), culture as well as tourism, and trade, industry, and investment. This mapping also recognises potential partners across public, private, and international sectors, laying the foundation for targeted collaboration.
To operationalise these partnerships, the document introduces structured schemes for collaboration between the Jakarta Provincial Government and various entities, including central and local governments (Kerja Sama Daerah dengan Daerah Lain/KSDD), private organisations (Kerja Sama Daerah dan Pihak Ketiga/KSDPK), and foreign partners (Kerja Sama Daerah dan Luar Negeri/KSDL). It also examines the financing mechanisms required to support these initiatives, offering insights into alternative funding sources and financing schemes to ensure sustainable implementation. Recognising potential challenges, the plan outlines mitigation strategies to address risks associated with partnership execution.
The document concludes by presenting policy directions and a strategic plan that provides clear guidelines for managing partnerships across sectors. It emphasises the importance of continuous evaluation and adaptation to ensure that partnerships effectively contribute to Jakarta’s sustainable development.
